It covers who needs a gambling licence, who is responsible to the regulator and to players, how the costs and the revenue differ, who controls player data and payments, and which clauses a platform agreement should contain. It ends with a comparison of the two models by type of business.

Checked on 4 November 2026. The brand owner launches a casino under its own name, but the licensed provider is the one that actually runs the gambling.

<use href="#i-doc"/>
The provider

Supplies the platform, holds the licence for gambling offered to players (known as a B2C licence) and manages the regulated operation. It usually controls player registration, gambling accounts, deposits and withdrawals, customer checks (KYC, know your customer), anti-money laundering (AML) monitoring and responsible gambling measures.

<use href="#i-user"/>
The partner

Builds the brand, attracts players and runs marketing. Depending on the contract and local rules, it is paid a share of the revenue the casino generates.

For example, Company A holds an online casino licence and runs a gambling platform. Company B owns a casino brand and wants to enter the market without applying for its own licence. Company B markets the casino under its brand, while Company A remains the gambling operator.

The commercial attraction is speed and cost. A brand owner can launch much faster and avoid most of the expense of building a licensed operation. The limit is that a brand on the website does not make the partner an operator. Its regulatory position depends on what it actually does.

What a turnkey casino is

A turnkey casino is a ready-made technical solution that lets a company launch its own casino without developing the platform and integrations from scratch. Unlike white label, the client normally becomes the gambling operator and obtains the B2C licence in its own name.

The technology provider typically supplies the website and frontend, a player account management (PAM) system, game integrations and aggregators, payment gateway connections, KYC and AML tools, customer relationship and bonus management, reporting and support tools. Some vendors add managed services and help with the licence application.

For example, Company A buys a turnkey platform from Company B. Company A sets up the gambling business, obtains the licence, signs the agreements with payment providers and is responsible for its relationship with players. Company B provides the technology and support but does not become the operator by supplying software.

A turnkey solution cuts the technical workload. It does not remove the need to build a compliant gambling business.

Key differences

The main differences concern licensing, control, cost and responsibility to the regulator.

White label casino

Turnkey casino

Gambling licence

Usually held by the provider

Usually obtained by the client

Gambling operator

The licensed provider

The client company

Brand

The partner’s own

The client’s own

Technology

The provider’s platform

The provider’s platform, configured for the client

Player accounts

Usually controlled by the provider

Controlled by the client

KYC and AML

Mainly the provider

The client, with possible outsourcing

Payments

Often through the operator

Arranged by the client

Initial investment

Generally lower

Generally higher

Revenue model

Revenue share or other fee

Platform, setup and service fees

Operational control

Limited

Greater

These are typical commercial arrangements, not legal definitions. Some providers use the two terms interchangeably, and others offer hybrids in which licensing, payments and operations are sold separately. The contract and the real split of functions matter more than the label in a sales brochure.

Licensing, who needs a gambling licence

This is the most important legal difference between the models.

<use href="#i-doc"/>
White label

The provider is the licensed operator and the brand owner acts as a marketing or commercial partner. A licence is normally issued to a specific legal entity and cannot be freely transferred or sublicensed, so the arrangement must be allowed under the rules of the jurisdiction. A regulator may also limit what the brand owner can do. If the partner starts to control player accounts, deposits or withdrawals, it may stop being a marketing partner and start to need its own licence.

<use href="#i-layers"/>
Turnkey

The client normally needs its own licence before offering gambling. The platform provider’s licence, software certification or B2B authorisation (a licence for supplying businesses rather than players) does not cover the client’s B2C activity. Depending on the country, approvals may also be needed for games, technical systems, domains and payment arrangements.

<use href="#i-globe"/>
No single licence in the EU

The European Commission states that there is no sector-specific EU legislation on gambling services, and that EU countries organise their own gambling markets as long as they respect the fundamental freedoms of EU law. A licence from one Member State does not by itself allow an operator to accept players in another. This applies to both models.

A white label provider’s licence may reduce the licensing burden for a partner. It does not give access to every market. For an overview of how operators choose a licence, see our article on iGaming licences and jurisdictions.

Regulatory responsibility and liability

A common misconception is that a white label partner carries no legal responsibility because another company holds the licence. That is not correct.

<use href="#i-alert"/>
The licence holder stays responsible

The licensed operator normally remains answerable to the regulator for the whole operation, including the sites it runs for partners, and cannot pass that responsibility on by contract. Regulators expect it to check its partners and keep real oversight of anything it outsources.

<use href="#i-eye"/>
The brand owner is still liable for its own acts

Advertising, consumer protection, data protection and any unlicensed gambling activity are the brand owner’s own risk. How far this goes depends on the country and on what the partner really does.

<use href="#i-ban"/>
Control decides the classification

The more the partner controls accounts, payments and gambling operations, the less the arrangement looks like white label and the more it looks like unlicensed operation.

Because the allocation differs from country to country, the structure should be reviewed against the law of every market you plan to serve. Our article on responsible gambling and AML procedures for iGaming operators sets out what the licence holder must keep under its own control.

Costs and revenue

White label usually needs less capital at the start. Turnkey costs more upfront and puts more operating expense on the client.

<use href="#i-coin"/>
White label costs

Setup or onboarding fees, a revenue share or commission to the provider, marketing and affiliate costs, and branding. The provider may charge a percentage of gross gaming revenue (GGR, the amount wagered minus winnings paid), a fixed monthly fee or both. The weak point is dependence on the provider’s terms, with little room to negotiate revenue share, payment arrangements and later price changes.

<use href="#i-layers"/>
Turnkey costs

Platform setup and monthly fees, licence application and renewal, technical certification and integrations, game provider agreements, payment processing fees, compliance staff and outside legal support, responsible gambling and AML systems, marketing, and taxes and duties. The investment is higher, but the operator controls its commercial relationships and can negotiate directly with game suppliers and payment processors.

<use href="#i-bulb"/>
Compare total cost
A lower start-up cost does not make white label more profitable. Compare the total cost of ownership, including revenue share, payment fees, minimum monthly commitments and the cost of leaving.

Player data, payments and exit

<use href="#i-user"/>
Player data

In white label the provider usually controls the player database, and the partner often gets only limited marketing data and should not assume it owns the customer list. In turnkey the client generally has a direct relationship with players and more control over the database. Under the General Data Protection Regulation (GDPR) a controller is the party that determines the purposes and means of processing (Article 4(7)), so whether each party is an independent controller, a joint controller or a processor follows what it actually does and not only what the contract says.

<use href="#i-coin"/>
Payments

In white label, deposits and withdrawals normally run through the licensed operator’s payment infrastructure, and the brand owner may have no direct control over merchant accounts or settlement. In turnkey the operator builds its own relationships with payment service providers (PSPs), banks and acquirers. That gives independence, but the operator must pass its own merchant onboarding and show that its ownership, payment flows and AML procedures are acceptable. See our article on why banks and payment providers refuse gambling projects.

<use href="#i-clock"/>
Exit

In white label, moving player data, balances and customer relationships may be limited, so the contract should say how data is exported, how outstanding withdrawals are paid and how players are notified. In turnkey the operator has more freedom to move, but software licences, integrations and data portability can still restrict it.

What the agreement should say

Whichever model you choose, the platform agreement should allocate responsibilities clearly and protect the operator’s business.

<use href="#i-doc"/>

Licensing and regulatory status

Name the entity that holds the licence, the permitted markets, the approved domains and any limits on the partner.
