A country ranking or a low tax rate answers only part of the question. What matters is where your clients are, where you will really work and what the regulator in your niche expects. Its successor, B-READY, has been published since 2024 and measures how the business environment works for private companies.

Even a reliable ranking does not say which country suits your project. A crypto exchange needs a licence, a SaaS company wants to raise from US funds, a game studio needs a bank. Start from your own task, then compare countries.

Six criteria to choose a jurisdiction

<use href="#i-globe"/>
Market and licence

Where your clients are and whether your activity needs a licence: crypto, payments, gambling. The licence regime often decides the choice before tax does.

<use href="#i-coin"/>
Tax

Look at the corporate rate, tax on dividends, withholding taxes and treaties, not the headline number alone. Groups with revenue of at least EUR 750 million also face the 15% global minimum tax under Pillar Two, which does not concern most startups.

<use href="#i-build"/>
Substance

Banks and tax authorities expect real presence: local directors, an office, employees, decisions taken on site.
